Mrs. Kelly is a Senior Consultant, Shareholder and Member of the Board of Directors at Insurance Buyers’ Council, Inc.

Mrs. Kelly holds a Juris Doctorate (J.D.) from the University of Baltimore, and a Bachelor of Arts from Wake Forest University (Dean’s List). Since joining IBC, Mrs. Kelly earned the designation of Chartered Property Casualty Underwriter (CPCU) and Associate in Reinsurance (ARe). She is a member of the Society of Risk Management Consultants, an international association of risk management consultants which has strict ethical and experience requirements.

Since joining IBC, Mrs. Kelly has worked closely with governmental entities and educational clients, including county governments, municipalities, authorities, and boards of education. Areas of specialization include group self-insurance pooling as well as review of construction contracts, leases, and other contracts from a risk management and insurance perspective.  She worked with group self-insurance pools on a variety of topics including:

  • Insurance requirements in construction and other contracts as well as client RFPs.

  • Certificates of insurance.

  • Property loss adjustments and claims process.

  • Reinsurance contracts and excess insurance.

  • Governmental immunity.

  • Benefits of group self-insurance pooling; and

  • Self-insurance pool financial ratios and other matters.

Her services also include insurance policy analysis, coordination of competitive insurance request for proposals (RFP) projects including risk management audits and preparation of insurance coverage specifications, as well as providing continuous advisory services for clients.

Prior to IBC, Mrs. Kelly spent over sixteen (16) years as an attorney with a diversified set of law firms, beginning with Whiteford, Taylor and Preston, LLP as an insurance defense attorney working on a wide range of cases, from business disputes, personal injury actions, premises liability suits and toxic tort/environmental claims. She subsequently worked at the Office of the Attorney General of Maryland as an Assistant Attorney General in the Medicaid Fraud Control Unit where she led investigations and handled litigation related to qui tam and other civil false claims cases in both state and federal courts. Mrs. Kelly was the Director of Contracting and Compliance for Remedi SeniorCare, a long-term care pharmacy, where she worked collaboratively with General Counsel to identify issues for the pharmacy, including reviewing, analyzing, revising and drafting pharmacy services agreements, business associate agreements, non-disclosure agreements, vendor contracts and general service agreements. She then began working at Silverman, Thompson, Slutkin and White, LLC in the Personal Injury and Business Litigation groups focusing on personal injury cases on behalf of injured parties to defending companies involved in large-scale federal and state investigations. Mrs. Kelly’s varied law practice throughout the years exposed her to various insurance related issues, including, but not limited to: insurance coverage disputes, pursuit of open claims, indemnification disputes, insurance liability defense, duty to defend obligations, and compliance issues. Mrs. Kelly is a lifelong resident of Baltimore, Maryland, where she lives with her husband Kevin and two daughters, Avery and Charlotte.
