| FREDRIC
W. SCHULTZ, CPCU, ARM |
Mr. Schultz is Chairman of the Board, Secretary,
Director and Principal Consultant. He began his work with IBC in 1974.
He is a graduate of the University of
Maryland with a Bachelor of Science degree in Economics. He
has received the designations of Chartered Property and Casualty
Underwriter (CPCU) and Associate in Risk Management (ARM). He
is a member of the Society of Risk Management Consultants, an
international association of risk management consultants which
has strict ethical and experience requirements.
Mr. Schultz has spoken before such diverse groups
as the Insurance Commissioner's Office of the State of Maryland,
the Maryland Association of CPA's, the Mechanical Contractors
Association of America, the Central Pennsylvania Chapter of
the Society of CPCU, the Northeast Regional PRIMA conference,
the Mid Atlantic PRIMA conference, and the Pennsylvania League
of Cities annual convention.
He has served as an expert witness in several
cases involving insurance coverage or agent responsibility issues
for Baltimore, Washington, D.C. and Philadelphia area law firms.
Mr. Schultz has had primary responsibility for
completion of the following projects:

Preparation of the feasibility study and implementation
of a group liability self-insurance fund (pool) for Boards
of Education in the State of Maryland. He also developed a property
pool for that same group. He continues
to serve as consultant to the Maryland Association of Boards
of Education Group Insurance Pool;

Development of a feasibility study concerning
a group self-insurance pool for property and liability exposures
for various townships and boroughs in Montgomery and Bucks
counties, Pennsylvania. The study group formed the Delaware
Valley Insurance Trust. He continues to
serve as consultant to the Trust;

Implementation of a workers compensation
group self-insurance trust for various townships, boroughs
and authorities in Montgomery, Bucks and Chester counties,
Pennsylvania. The group, known as the Delaware Valley Workers'
Compensation Trust, was the first such group approved in
the State of Pennsylvania and began operations on January
1, 1992. He continues to consultant with that group; and

Negotiation of a nationwide property and liability
insurance program for small firms for the American Institute
of Architects Trust. The program began in late 1996. Mr.
Schultz maintains his consulting role with the AIA Trust.

| ADAM
P. SIELICKI, JR., CPCU, ARM |
Mr. Sielicki is President, Treasurer, Director and Principal
Consultant.
He graduated with a Bachelor of Science degree
in Industrial Management from the University of Baltimore.
He is a member of The Society of Chartered Property
and Casualty Underwriters (CPCU) and has received his diploma
as an Associate in Risk Management (ARM).
Mr. Sielicki has been involved with insurance
and risk management since 1970. Initially, he was employed by
a large mutual insurance company as a District Engineer. His
responsibilities included loss control engineering, specializing
in workers compensation and third party liability exposures
for firms in the construction, food processing, printing, public
utility, real estate management, retail trade and stevedoring
industries, among others.
Since joining IBC in 1975, he has provided risk
management and insurance advisory services to corporate, non-profit,
association, educational and governmental clients. Analyses
performed by Mr. Sielicki have involved many risk management
techniques, including large retention and self-insurance programs,
as well as pooling and other alternative risk financing options.
As a result of the wide variety of clients for
which he has worked, Mr. Sielicki has obtained experience in
many areas of the property and liability field including governmental
programs, professional liability of many types and international
risk management programs.
An experienced lecturer, Mr. Sielicki has addressed
a diversity of groups, including educators, contractors, hotel/motel
owners and operators, human resource professionals, insurance
agents, records managers, international franchisers and municipal
finance officers. He authored and conducted programs on risk
financing, sponsored by Federal Publications.
He is a member of the American Society of Safety
Engineers. He has served as Chairman of the Insurance Roundtable
of Baltimore, and is a member and past President of
both the Society of Risk Management Consultants and the Maryland
Chapter of The Society of Chartered Property and Casualty Underwriters
(CPCU).

| THOMAS
J. KRZYS, CPCU, ARM, MBA |
Mr. Krzys is a Senior Vice President, Director and
Principal Consultant.
He holds a Master of Business Administration degree
(MBA) and a Bachelor of Science degree in Management from West
Virginia University. He is a member of The Society of Chartered
Property and Casualty Underwriters (CPCU), and has obtained
the Associate in Risk Management designation (ARM).
Mr. Krzys has been an insurance instructor for
the Insurance Women of Northern Virginia and the Arlington County
(Virginia) Distributive Education Service, as well as Essex
Community College in Baltimore. Mr. Krzys has also been a past
guest speaker for the Young Agents Association of Maryland.
He has served as President, Treasurer and Director
of the Society of Risk Management Consultants. He is a member
of the Beta Gamma Sigma National Business Honorary.
Mr. Krzys has been involved in insurance since
1976. For over five years, he was employed by a large stock
insurance company as a Commercial Property Underwriter and later
as an Underwriting Supervisor.
Since joining IBC in 1982, he has provided advisory
services to a variety of clients, including corporate, non-profit,
educational and governmental entities.

SCOTT AGAR, CPCU, ARM |
Mr. Agar is a Vice President, Director, and Principal Consultant.
He obtained a Bachelor of Science degree in Education
from the State University of New York College at Cortland. He
entered the insurance industry in 1981, and the property and
liability field the following year as a Casualty Underwriter
trainee with the Hartford Insurance Group. As a Senior Casualty
Underwriter with Hartford, Mr. Agar received national recognition
as a recipient of the General Managers Quality Award.
Prior to joining IBC, Mr. Agar was a Senior Account
Analyst with Chubb and Son, Inc. His responsibilities included
underwriting of foreign owned multi-national corporations, with
several accounts generating premiums in excess of $1,000,000.
As well as being the National Casualty Coordinator for his department,
Mr. Agar was also appointed an Underwriter Officer of Chubb
and Son, Inc.
Since joining IBC in 1989, Mr. Agar has worked on behalf
of a variety of governmental, manufacturing and real estate
clients. Special projects he has conducted include self-insurance
feasibility studies and statistical analyses of group self-insurance
trusts and fronted programs as well as more traditional risk
financing methods.
He has obtained the Associate in Risk Management
(ARM), and Chartered Property and Casualty Underwriter (CPCU)
designations.

| CHRISTOPHER
J. FRANKI, CPCU, ARM |
Mr. Franki is a Vice President, Director, and Principal Consultant.
He obtained a Bachelor of Business Administration
degree with a concentration in Finance from Loyola College in
Baltimore. Upon graduation, he entered the insurance industry.
Mr. Franki was employed by Hartford Insurance Group. After completing
a structured on-the-job training program, he was assigned to
the Baltimore Regional Office as a Commercial Package Underwriter.
Responsibilities at Hartford included the evaluation, pricing
and placement of property and liability accounts.
Since joining IBC in 1987, his services have included
risk management audits, formal advisory reports for management,
insurance policy analysis, contractual liability analysis, design
and supervision of insurance programs, preparation and supervision
of competitive proposal procedures and self insurance/group
purchase feasibility studies. Comments and recommendations are
made with client's present and anticipated insurance needs in
mind. Mr. Franki works with public, non-profit and corporate
clients.
Specific projects Mr. Franki has performed include
the request and review of alternate Directors and Officers liability
programs for a distressed public company. Extensive interaction
with underwriters, counsel and the executive management team
occurred due to the changing needs of the financially challenged
company.
In addition, Mr. Franki has secured competitive renewal proposals for numerous retail/wholesale operations with facilities located throughout the country. Options for paid and incurred retrospectively rated and large deductible plans were submitted and evaluated.
Currently, Mr. Franki is working with a large real estate client. Assets exceed $1 billon dollars and properties are located throughout the United States. The goal of the project is to consolidate all current properties and new acquisitions into a single program. Services include broker evaluations, policy form analysis and evaluation, premium allocation and program management.
Mr. Franki is a Chartered Property and Casualty Underwriter (CPCU) and an Associate in Risk Management (ARM).

| JOHN
K. CARPENTER, ARM |
Mr. Carpenter is a Principal Consultant. He has been with IBC since November 1967.
He attended the University of Baltimore and has obtained the Associate in Risk Management (ARM) diploma.
Past projects upon which Mr. Carpenter has worked include:
- Planning and implementing the risk management programs for professional National Basketball Association and National Hockey League teams;
- Conducting feasibility studies resulting in Client's self-insuring their workers compensation exposure;
- Initiating and monitoring a professional liability self-insurance program and trust for a large health care system; and
- Continuing advisory services for manufacturers, contractors, governmental entities, hospitals, real estate development and wholesale-retail clients.

| JAMES
C. THOMPSON, ARM |
Mr. Thompson is a Consultant with IBC. He joined the firm in April 1992.
He holds a Bachelor of Arts degree in
History from Colgate University, and has obtained the Associate in Risk management (ARM) diploma. He
is currently working toward attaining his designation as a member
of the Society of Chartered Property and Casualty Underwriters
(CPCU).
He began his insurance career in 1986 in the underwriting
department of a large stock carrier. Prior to joining IBC, he worked in the agency side of the industry as an Account Executive
and Customer Service Representative with a large independent
broker for four years. Mr. Thompson has much experience with
governmental entities and educational clients, including county
governments, community colleges and boards of education. Areas
of specialization include group self-insurance pooling as well
as review of contracts and leases from a risk management and
insurance perspective.

JACLYN DAVIES, CPCU, ARM, MBA |
Ms. Davies is an Associate Consultant with IBC. She joined the firm in 2007.
Ms. Davies provides support to the Principal Consultants within IBC. Projects include insurance policy analysis, preparation of insurance coverage specifications, and continuous advisory services for private and public sector clients.
She began her insurance career in 2001 as a risk management professional. Prior to joining IBC, Ms. Davies was employed by the largest health care insurer in the Mid-Atlantic region. She held the Supervisor position for the Corporate Risk Management department. Responsibilities included overseeing the corporate insurance program, including coverage assessment and placement, risk assessments, as well as the corporate safety program.
Ms. Davies holds a Masters of Business Administration (MBA) from the University of Baltimore and a Bachelor of Business Administration from Temple University in Philadelphia.
She has earned her Chartered Property and Casualty Underwriter (CPCU) and has obtained her Associate in Risk Management (ARM).
She held the position of Membership Committee Chair for the local Chesapeake RIMS chapter.

STEPHEN J. FALLON |
Mr. Fallon is the Director of IBC’s Employee Benefits Practice. He joined the firm in February 2005.
He has over 20 years of employee benefits experience and is responsible for leading the Employee Benefits Practice team in the development and implementation of strategic initiatives and client-specific service plans. He helped develop Pennsylvania’s first municipal health insurance trust covering over 42 municipalities for a range of medical, dental and prescription drug benefits. This innovative program has helped control the rate of increase of health insurance costs for members and has become a model for public sector risk pooling throughout the region.
Mr. Fallon’s other areas of expertise include self-funding and reinsurance, provider discount analysis, integrated disability programs and post-retirement benefit strategies.
Prior to joining IBC, he served as Director of Benefit Solutions for a New York-based benefits consulting firm where he developed a Public Entities practice specializing in meeting the employee benefit needs of municipalities and boards of education.
Mr. Fallon is a graduate of Villanova University with a Bachelor of Arts in Political Science/Honors.

MARY ELLEN MCDONALD, GBA |
Mary Ellen McDonald is the Account Manager for the Employee Benefits Practice. She joined the firm in April 2007.
Mary Ellen has worked in the employee benefits industry for over twelve years. She has a wide range of experience working on fully-insured and self-funded medical and dental plans as well ancillary lines, voluntary benefits, and Section 125 plans.
Prior to joining IBC, she held account management positions with Blue Cross Blue Shield and a local Third Party Administrator. Most recently, she worked as a Consultant for a local Broker’s office. While there, she handled the entire RFP process from plan analysis to implementation and oversight for a large number of clients from all types of industries.
Ms. McDonald graduated with Honors from The Johns Hopkins University with a Bachelor’s degree in Business and Management. She is currently pursuing her CEBS (Certified Employee Benefit Specialist) designation.
